Alan Armstrong, the ex CEO and Chairman of the Board of the Williams Company, was appointed Oklahoma’s U.S. Senator for the next nine months in order to take away New York State’s authority under the federal Clean Water Act to deny a 401 water quality certification to the Constitution Pipeline Company, LLC, a wholly owned subsidiary of the Williams Company.
