The New York State Department of Environmental Conservation is challenging a Federal Energy Regulatory Commission decision over a proposed natural gas pipeline from Pennsylvania to upstate New York. The lawsuit, filed Thursday in the 2nd U.S. Circuit Court of Appeals, comes alongside a similar challenge filed by environmental organizations last week.
